We are delighted to announce that ORS has acquired McGovern Surveyors, a respected Building Surveying firm based in Dublin 15.

Established in 1991 by Pat McGovern, the firm has built a strong reputation for delivering clear, comprehensive, and practical building surveying advice across both commercial and residential property sectors. Their experienced team of Chartered Building Surveyors will join ORS’s growing Building Compliance team, enhancing our capability across Building Surveying, Assigned Certifier, and Building Control services.

As one of Ireland’s leading consultancies for the built environment, ORS provides a full suite of services across every stage of a project lifecycle, including civil and structural engineering, environmental consultancy, fire safety, assigned certifier, project management, building surveying, and health and safety.

Reinstatement Cost Assessments

A Reinstatement Cost Assessments estimates the cost to rebuild a property after insured damage. McGovern Surveyors provides expert, up-to-date valuations using SCSI and BCIS data, ensuring accurate insurance coverage and industry-recognised assessments for all property types.

Vendor Building Survey

Vendor Building Surveys assess properties for owners or investors disposing of an asset, identifying issues that could delay a sale. Our traffic-light reports categorise repairs as red, amber, or green, providing clear, actionable insights to support a smooth transaction.

Building Defect Analysis

Our building Defect Analysis identifies the root causes of issues arising from design, materials, or the environment. Chartered Surveyors provide detailed reports with repair recommendations, costs, timelines, and expert legal support when required, ensuring long-term solutions that protect the safety and integrity of buildings.

Boundary Matters and Mapping

We assist property owners with boundary issues, including locating lines, resolving rights-of-way issues, and addressing adjoining works. Our services include expert advice, witness support, and the preparation of maps for transfers, Land Registry, and multi-storey schemes, ensuring property rights are protected.

Pre-works ‘Schedule of Condition’

A Schedule of Condition, or Dilapidations Survey, is a pre-construction inspection by qualified surveyors to document the current state of a neighbouring property. It identifies existing damage or vulnerabilities, creating a baseline to assess potential impacts from construction, such as vibrational damage. This helps protect all parties by providing a clear record of the property’s condition before work begins.

Health & Safety / PSDP

Under the Construction Regulations, clients must appoint a PSDP and ensure that competent designers are appointed. McGovern Surveyors can act as PSDP and Designers, managing health and safety throughout the design phase and beyond, identifying risks and ensuring compliance from project start to completion.

Schedules of Dilapidation

We provide expert guidance on Schedules of Dilapidations, ensuring fair resolution of lease repair and maintenance obligations. For landlords, we inspect properties, identify disrepair, and prepare detailed schedules aligned with lease terms. For tenants, we review claims to ensure accuracy, minimise liability, and reduce costs. Our expertise covers interim and terminal schedules as well as dispute resolution, helping both landlords and tenants navigate obligations effectively and achieve fair outcomes.

Tenant Alterations/Landlord’s Consent

Tenant alterations require landlord consent and regulatory compliance. McGovern Surveyors represent landlords and tenants, managing planning permissions, fire safety certifications, and repair obligations. Our expertise ensures all alterations meet legal standards, protecting both parties and maintaining compliance throughout the approval process.
