Overview of service

ORS is currently providing Assigned Certifier services to Glenveagh for the construction of a major residential development at Ballymastone in Donabate, Co. Dublin.

With over 1,200 residential units planned, it is one of the largest housing schemes in the country. Phase 1, currently under construction, comprises 432 residential units, including 214 houses, 126 duplex units across 14 blocks, 93 apartments in 2 blocks, and a crèche building. The remaining 768 units will be delivered across subsequent phases, maintaining a similar housing mix. To date, completion has been validated for nine sub-phases of Phase 1, with 115 timber-framed houses successfully completed and approved by the local authority.

Project Outcome

The development integrates a diverse range of construction methodologies, including timber frame, masonry, light gauge steel (LGS), in-situ concrete, and precast concrete elements. Each method was selected to optimise performance, efficiency, and sustainability across the various phases of the project. ORS collaborated closely with the main contractor and the wider design team to ensure full compliance with current Building Regulations and industry best practices.

Our involvement extended beyond design coordination to include active participation in project meetings, detailed site inspections, and ongoing engagement with all stakeholders. We facilitated BCAR workshops to streamline certification procedures and to promote a clear understanding of assigned roles and responsibilities under the regulations. In addition, ORS undertook a rigorous review of technical submittals to verify compliance with the Construction Products Regulation (CPR) and relevant quality standards.

Through consistent communication, technical diligence, and proactive collaboration, our team ensured that each stage of the development was executed safely, efficiently, and in alignment with the project’s overall objectives.

Quality Management

Due to the substantial scale and phased nature of the development, extensive pre-commencement engagement was essential with both the developer and the local authority. This early and proactive collaboration enabled the establishment of a clear and mutually agreed strategy for both commencement and completion of the works. By defining expectations and timelines in advance, potential delays to validation and approval processes were minimised, supporting a smoother transition into the construction phase and ensuring all statutory requirements were addressed from the outset.

Given the wide range of construction methodologies employed across the site, ORS developed bespoke Inspection Plans specifically tailored to each individual unit and build type. This customised framework allowed for a structured and methodical approach to inspections, ensuring that each element of construction was assessed in accordance with the relevant Building Regulations requirements. By aligning inspection processes with the unique characteristics of every house type, the team was able to streamline compliance checks, reduce unnecessary site delays, and provide clarity for both the contractor and the design team. This targeted approach not only enhanced regulatory compliance but also supported overall project efficiency and effective communication throughout the development.

  • Ashbourne Community School

    ORS was appointed as Assigned Certifier for a new Community National School at Ashbourne Education Campus, Co. Meath, under the Department of Education’s Design & Build Schools 2020–2021 programme. Appointed in March 2022, ORS oversaw compliance for the 3,832 m², two-storey school, which included 16 classrooms, an SEN area, a general-purpose room, and associated accommodation. External works featured basketball courts and parking. Construction began in July 2022 and was completed in October 2023 using rapid build techniques. The structure used precast concrete, with high-performance finishes and energy-efficient M&E systems meeting Part L and NZEB requirements.
