Fire Risk Assessments
Overview of service
Panda is Ireland’s leading utility company for waste management.
Panda instructed the ORS Environmental Management Team to carry out Fire Risk Assessments (FRA) at a number of the company’s waste management facilities nationwide.
The purpose of the FRA was to:
- Identify potential fire hazards at the facilities.
- Assess the level of provision of early fire detection and warning infrastructure relative to the level of risk of fire at the site.
- Recommend suitable controls to eliminate or reduce the risks of fire hazards.
- Assess the facilities’ compliance with statutory legislation pertaining to fire safety.
- Provide recommendations to ensure adequate firewater retention storage was present on-site at all times.



A detailed desktop review of available information, from the environmental characterisation of the sites to a review of the EPA correspondence and on-site processes and procedures, was carried out in advance of a site visit.
The subsequent Fire Risk Assessment Report assessed Fire Risk under the following headings:
- Fire Safety Management
- Fire Hazzard Identification
- Quantitative Risk Summary
- Records & Training & Compliance
- Fire Risk Evaluation / Preventative Actions



Project challenges
Traffic management
An issue identified at one site was traffic movement adjacent to fuel storage tanks. To address this, the ORS team recommended a review of traffic management in the area focusing on an exclusion zone around the tanks. Structured parking and restricting unnecessary vehicle movement in the vicinity of the fuel tanks were recommended.
Guidelines
Many industry-specific guidelines are in place for the waste management sector. The Irish Environmental Protection Agency (EPA) and the UK Environment Agency (EA) have issued guidance documents tailored specifically to fire safety at waste-licensed facilities. The UK Waste Industry Safety & Health Forum (WISH) has also published a comprehensive good practice guidance note which provides an added level of detail on fire safety at waste sites. The deep level of legislative and technical expertise in the ORS Environmental Management Team ensured guidelines were strictly followed and delivered on behalf of the client.
