Overview of service

This project involved the development of 465 social housing units at eight locations across Ireland. The project delivery was through a Public Private Partnership model.

Although this was “Bundle 2”, using a Public Private Partnership is still an innovative way of delivering social housing in Ireland. The accommodation ranged from semi-detached houses to compact blocks of apartments, constructed to an A-rated energy efficient standard.

The NDFA commissioned the ORS Health and Safety Team to provide Project Supervisor, Design Process (PSDP) and Technical Advisory Services. ORS fulfilled the PSDP role through initial design, development, planning permission and tender process. ORS continued in the role of Health & Safety Technical advisor through the construction and completion stages, conducting site inspections and reviewing the handover safety file.

Flexibility

Public Private Partnerships (PPP) have a unique structure and development process compared to traditional projects. They require a flexible and adaptable approach from the PSDP and H&S Technical Advisory personnel, as the role and involvement change through design and construction.

Consistent approach

The parallel design and construction across eight locations proved a challenge in ensuring consistency across one overall project. The aim was to progress each location in tandem, ensuring a consistent approach. The ORS team synchronised standards and solutions to achieve this consistency.

Managing through Covid

The construction period was disrupted in 2020 by the Covid-19 pandemic and the temporary closure of construction sites. This required further advice on controls and procedures, with additional site monitoring. As this was a dynamic and rapidly changing situation, we regularly reviewed guidance and adapted our advice and direction.
