Overview of service

The development of Primary Care Centres is a core element of the HSE strategy to improve healthcare provision in Ireland.

As the use of a Public Private Partnership (PPP) model for project delivery was new, the National Development Financing Agency (NDFA) were the project client, providing the PCCs on behalf of the HSE.

The project initially comprised the development of 19 Primary Care Centres across Ireland, via the PPP model. 14 Primary Care Centres were then brought through planning, tender and construction.

The ORS Health and Safety Management Team were the appointed PSDP and Technical Advisor. ORS fulfilled the PSDP role through initial design, development, planning permission and tender process. ORS continued as Health & Safety Technical Advisor through construction and completion, conducting site inspections and reviewing the handover safety file.

Project challenges

Consistent approach

The parallel design and construction across 14 locations proved a challenge in ensuring consistency across the project. Although each site and Primary Care Centre were unique, the ORS team synchronised standards and solutions, such as roof access, fall protection, etc., to achieve this consistency.

Although consistency was a vital requirement, as PSDP/TA, ORS had to be adaptable to the characteristics and constraints of each unique site location. They varied from city centre sites in Dublin to steep slopes in Westport.
