Overview of service

ORS provided multidisciplinary support on Building One at the Glassworks Development, a €43 million regeneration project at the former Waterford Crystal site.

This large-scale retrofit project involved transforming an existing four-storey reinforced-concrete structure into a modern, high-performance office building. The development delivers approximately 80,000 sq ft of Grade A office space and forms part of the wider University Enterprise Quarter, supporting collaboration between enterprise and South East Technological University.

ORS was engaged to deliver Fire Safety Engineering and Disability Access Consultancy, alongside statutory roles as Assigned Certifier and Project Supervisor Design Phase (PSDP). Working closely with the wider design team, ORS supported the project through the complex compliance, coordination, and certification requirements associated with upgrading an existing structure to meet current building and life-safety standards.

The project has achieved BER A3, LEED Gold and WiredScore Gold certifications, demonstrating a strong focus on sustainability, performance, and future-ready design.

Project Outcome

Building One has been successfully completed and is now operational, providing high-quality office accommodation within a landmark regeneration scheme for the South East.

Upon completion, ORS fulfilled the role of Assigned Certifier, confirming that all works were inspected, coordinated, and certified in accordance with Building Control Regulations. The project demonstrates the successful integration of fire safety strategy, accessibility design, and statutory compliance within a complex retrofit environment.

Challenges & Solution

The redevelopment of an existing structure posed several key challenges, particularly in aligning legacy building conditions with modern regulatory requirements.

From a fire safety perspective, careful consideration was required to ensure that the upgraded building met current standards while working within the constraints of the existing structure. Similarly, delivering compliant accessibility solutions required integration with both the original building fabric and the proposed new interventions.

As PSDP, ORS also coordinated health and safety considerations throughout the design process, ensuring that risks were identified and mitigated early.

ORS addressed these challenges through close collaboration with the design team, proactive design reviews, and ongoing engagement throughout the project lifecycle. This integrated approach supported the successful delivery of a safe, compliant, and high-performing building.
