


Project Outcome
The design phase successfully established the layout and specifications for all apartment spaces and residential amenities, ensuring compliance with HSA Codes of Practice, Regulations and Requirements, and considering the General Principles of Prevention throughout the design phase. Our process began with a detailed site assessment, assessing the potential dangers and risks associated with the proposed site and the surrounding area. This allowed us to develop a live risk register for the project where risks can be identified, mitigated, and controlled.
As the design stage progressed to detailed design, we submitted the notification to the Health and Safety Authority in the form of an AF1 and developed the Preliminary Safety and Health Plan. This plan allowed us to identify all Particular Risks and all other associated risks with the project through examination of Design Risk Assessments from the full design team. This Preliminary Plan was updated as the project/ design changes throughout, and any new risks that may be identified. The plan outlined how risks should be managed and clarified the responsibilities of the PSCS and client under HSA regulations.The Preliminary Safety and Health Plan and the submitted AF1 form part of the PSDP tender package for issue to potential tenderers.
During construction, ORS conducted monthly site inspections in our role as PSDP to assess the current practices on site. Each month a site visit report was issued to the client and PSCS detailing measures and actions that should be taken to eliminate risks and to ensure full compliance with regulations. The PSCS then actioned these assigned items for inspection in the following month. We also held monthly Health & Safety meetings with the PSCS and client, reviewing site activities, incidents, evolving hazards, temporary works, updates to the Construction Stage and Preliminary Safety and Health Plans, public safety issues, handover requirements, Safety File status, as well as other key safety considerations.
To support a smooth handover, we implemented a live tracking system to manage the collation of Safety File documentation. This ensured that all required records â agreed with the client during the design stage â were gathered in a structured and timely manner. The live document was shared with the design team and PSCS ahead of project completion, helping to maintain momentum and prevent delays. In line with prior agreement, the Safety File was compiled on the clientâs system, with documents uploaded to designated folders, reviewed collaboratively, and approved for final handover. This structured approach ensured full regulatory compliance and a seamless transition to the operational phase.
