Overview of service

Transport Infrastructure Ireland (TII) is the public body that provides sustainable transport infrastructure and services, delivering a better quality of life, supporting economic growth and respecting the environment in Ireland. The MetroLink is a transformative piece of new public infrastructure that will link major transport hubs in the Greater Dublin Area.

TII appointed ORS to undertake condition assessments of numerous properties in Dublin City Centre that coincide with the proposed route for the MetroLink project. The client identified the properties to be surveyed, consisting of a complex mix of public/government buildings of historical importance and residential and commercial properties.

The ORS Building Surveying Team surveyed the selected properties and advised on their current condition and susceptibility to damage from vibration and other construction-related works. As part of the work, ORS developed tailor-made reports and templates to suit the client’s needs to provide easy-to-navigate information relating to numerous properties.

Part of the survey scope was also to understand if the as-built building reflected the approved planning documentation. ORS undertook planning searches and provided a complete overview of each property to TII to allow for considerations as part of the design and programme.

Project challenges

Scale and complexity

Pilot surveys were carried out with the client representative in attendance to ensure the survey scope gathered all the required information set out by TII and for the report template to be tested. This process allowed for modifications to be made at the outset rather than further into the process.

ORS prepared a digital record database to include the Master Schedule of Properties and Property Contact Register. The database recorded each engagement with each occupant and relevant details, including recording and referring to queries from the client representative that related to any matters beyond the surveyor’s scope.

The complexity and the condition of the buildings varied greatly. As a multidisciplinary firm, the ORS Building Surveying Team leaned on the highly skilled resources within ORS to ensure the highest level of expert advice for all project requirements

Given the scale of the project, ORS and TII held regular meetings to ensure the client’s requirements were delivered across the property portfolio. Stakeholder engagement was crucial for ensuring that the project was completed on time and within budget.
