Overview of service
Asset management company Pepper manages a wide range of assets, including residential home loans, commercial loans, equipment finance and consumer finance on behalf of its clients.
Pepper Asset Services commissioned the ORS Building Surveying Team to provide various building surveying services for the Permanent TSB (PTSB) portfolio, consisting of approximately 1,400 properties. Most properties in this portfolio are distressed assets.



The role of the ORS team was to conduct planning and building regulation compliance checks, building condition surveys and PRA mapping. For the building condition surveys, the scope included inspecting and reporting on suspected significant issues like pyrite, mica, subsidence, and cracking. The reporting requirements included preparing recommendations for remedial works with an associated budget cost plan.
For the PRA mapping element of the work, ORS provided ground truth surveys on all properties mapped.

Stakeholder engagement
The main challenges with the project were the vast number of properties in the portfolio spread across the country, monitoring the status of each, and managing communication with the various stakeholders. To keep track of individual properties, the ORS team created a âmaster listâ database with all the pertinent information, updated weekly as the project progressed. This list contained the clientâs property ID and a unique ORS property ID number.
As with all projects, effective communication was vital with the survey team and other agents involved in the properties. For example, each individual property liaison with the client, a keyholder and the legal advisor at a minimum.
For PRA mapping, ORS dealt directly with the legal advisors. The ORS Building Surveying Team often takes this approach. It eliminates unnecessary technical communications through the client and permits the surveyors and the solicitors to build a strong working relationship.
