Large‑Scale Residential Developments (LRDs) – Ireland’s Current Planning Pathway for Major Housing Schemes
Ireland’s planning system for major residential schemes has evolved significantly since the Strategic Housing Development (SHD) process was introduced in 2016. SHDs were designed to fast‑track large housing applications by allowing developers to apply directly to An Bord Pleanála, bypassing local authorities. While the SHD system accelerated some projects, it also created bottlenecks at national level and was ultimately phased out.
To address these challenges, the Government introduced the Large‑Scale Residential Development (LRD) process, which formally replaced SHDs in December 2021. The LRD system restores decision‑making to local authorities while providing a clearer, more structured pathway for large residential proposals. The aim is to deliver faster, more predictable planning outcomes and support the delivery of housing and student accommodation nationwide.
What Qualifies as an LRD?
The LRD process applies to substantial residential schemes, specifically:
- Housing developments of 100 units or more
- Student accommodation schemes with 200 beds or more
- Mixed developments combining the above thresholds
These thresholds ensure that only genuinely large projects enter the LRD pathway, while smaller schemes continue through standard planning routes.
The LRD consists of 4 stages:
1.Pre-Application S247 Consultation
The process begins with a formal consultation with the local authority. This meeting allows applicants with a legal interest in the land to receive early guidance on planning considerations, local policy, design issues, and site‑specific constraints.
This stage is critical for identifying potential risks before significant design work is advanced.
2.LRD meeting with Planning Authority
Following the S247 consultation, the applicant may request an LRD meeting.
The purpose is to obtain the planning authority’s “opinion on whether the proposal constitutes a reasonable basis for submitting an LRD application.”
This provides clarity on whether the scheme is sufficiently developed to proceed.
3.LRD Opinion
The planning authority reviews the submitted documentation and issues an LRD Opinion, outlining whether the proposal is ready for application or requires further refinement.
The Opinion is valid for six months, ensuring applicants progress within a defined timeframe.
4.Submission of LRD Application
Once the first three stages are complete, the formal LRD application can be lodged with the local authority.
Key features include:
- A statutory 8‑week decision period
- The authority may request one round of additional information
- Standard appeal rights apply, allowing applicants or third parties to appeal to An Bord Pleanála within four weeks of the decision
This structure balances efficiency with transparency and public participation.
