Overview of service

ORS provided PSDP services for the redevelopment of the Anglesea Stand at the RDS Arena in Ballsbridge, Dublin, from early design through to completion.

The project involved demolishing the existing stand and terrace and constructing a three-level grandstand accommodating 6,775 spectators. The approximately 8,900mÂČ development also included a two-storey hospitality building, club shop, glazed link bridges, new floodlighting and supporting infrastructure.

ORS coordinated design risk assessments, the project risk register, statutory notifications, the Preliminary Safety and Health Plan and the Safety File. Early involvement helped identify and address risks throughout the design process.

Project Outcome

The completed redevelopment provides modern spectator, hospitality and operational facilities for Leinster Rugby fixtures, the Dublin Horse Show, concerts and exhibitions. The new facilities enhance accessibility, improve venue operations and create an improved experience for spectators and visitors.

Through proactive risk management, strong stakeholder engagement and close collaboration with the client, design team and Project Supervisor Construction Stage (PSCS), ORS supported the delivery of the Anglesea Stand redevelopment in full compliance with Construction Regulations and relevant health and safety legislation. The General Principles of Prevention guided decisions throughout the project lifecycle, addressing risks during construction and the facility’s future operation and maintenance.

Challenges & Solutions

Construction within the operational RDS grounds required careful planning around major public events, including the Dublin Horse Show and Dublin Loves Christmas. Restricted access, limited working space and changing traffic arrangements added complexity to site logistics and public safety.

ORS supported risk management through design reviews, regular coordination and monthly construction-stage inspections. Working with the RDS and wider project team, arrangements included controlled vehicle access, off-site parking and regularly reviewed traffic management plans.

This collaborative approach helped protect workers, visitors and the public while minimising disruption to venue operations throughout the redevelopment.
