Sustainably conscious development firm Channor Group is committed to creating great places to work. Channor Group appointed ORS to provide Infrastructure services as part of a planning application for constructing two office blocks in Blanchardstown Corporate Park.

When constructed, the two office blocks will range from 6 to 9 storeys in height and will be accessed off the regional road R121. The majority of the parking associated with the development will be underground, resulting in 598 spaces.

The ORS Infrastructure Team provided specialist guidance in mobility management and traffic impacts, which were fundamental to the application’s success. As part of the application, ORS prepared a detailed Mobility Management Plan (MMP), which follows the key measures set under the Smarter Travel Policy 2009 – 2020 document. This document outlines the national goal to achieve a 55% usage of sustainable transportation, such as the use of public transport and cycling. MMPs are particularly important in urban areas, where provision can be made for the transportation needs of people and goods in a well-thought-out and planned manner.

The Mobility and Management Plan for the development introduced a higher-than-normal proportion of users into more sustainable forms of transport, thus reducing environmental, economic and social impacts.

The ORS team also provided a detailed Traffic and Transport Assessment (TTA) for the development, which follows the TII guidelines. It established the impact the proposed development will have on the surrounding road network. The assessment focused primarily on junctions along Corduff Road and the R121 Ballycoolin Road.

Project challenges

Traffic Impact Minimisation

The most notable findings from the catchment analysis were that the sustainable modes of transport fail to provide easy access to the site from a number of urban areas.

In particular, those located northeast of the site, such as Donabate, Skerries, Malahide and Balbriggan. The private car catchment is extensive and provides efficient access to the site (<45- minutes) for the entire Co. Dublin area and commuter towns in Kildare, Wicklow, Meath and Louth. The ORS team outlined that the nature of the development requires a certain degree of car usage. However, the team designed the MMP to reduce over-reliance on private vehicle use in general when travelling to and from the development, thus encouraging active travel.

A challenge of the development plan was to ensure that the traffic impacts associated with the day-to-day activity of the development were minimised. Managing that impact will result in a wide range of benefits to its daily operation and the wider community.
